AI intake for construction insurance certificates: extract facts, escalate uncertainty

Use AI to index policy and project facts, detect missing or conflicting fields and keep qualified human approval before site access.

Reading a document is not approving coverage

Insurance certificates arrive as scans, portal downloads and broker emails. AI can extract the insured party, insurer, policy number and dates. It cannot decide from those fields alone that the correct Belgian liability is covered for the actual work.

The Belgian FPS Economy states that relevant contractors and service providers must provide decennial civil liability insurance certificates before work starts where the compulsory regime applies. Contractual documents must also identify the insurer and policy. This creates a useful document workflow, but the scope assessment remains with qualified people.

Capture facts with confidence and source location

Store the original file first. Extract each key field with the page or text location from which it came. Flag low-quality scans, handwritten changes, missing pages and values that conflict with the supplier or contract record. Never replace an unreadable value with a likely company name.

Compare the insured legal entity, insurer, policy, validity period, activities and project reference with the known subcontract and site. Show the reviewer both values. When the policy expires before planned completion or names another project, create an exception with an owner.

Use a staged review

“Received” confirms only intake. “Extracted” means fields were proposed. “Checked” means a person compared them with the business record. “Accepted” means the authorised reviewer concluded that the evidence meets the identified requirement. Store the user and timestamp for each decision.

The current Alfie registry includes supplier-document review and import actions, but these capabilities are web-only. Do not claim that a certificate can be imported and approved through WhatsApp. The web workflow can present the source document and structured fields where careful review is practical.

Apply access controls to the document and extracted data. Certificates may contain contact details and commercial information that every project user does not need. Define who may upload, review, replace and export them, and keep those permissions separate from the AI model's ability to read the file.

Recheck when the project changes

A new subcontractor, legal entity, scope or schedule can invalidate an earlier conclusion. Link certificate validity to site milestones and reopen the review when a relevant fact changes. Keep superseded documents for the audit trail.
