Belgian Declaration of Works access changes in 2026: assign the secure roles

Belgian construction companies that use the Declaration of Works service need more than a shared bookmark. A June 2026 Social Security notice changed who can create or modify a declaration and announced a further move to secured access. The practical job is to identify the declaring contractor, give the right people access and keep a controlled handover when someone is absent.

Separate the declaring contractor from the rest of the chain

From 29 June 2026, the official notice says that creation and modification are reserved to the declaring contractor. Other companies in the chain can consult declarations in which they are mentioned. Do not treat a subcontractor, accountant or project partner as interchangeable with the declaring contractor merely because that person previously helped with administration.

Record the legal entity, the declaration reference and the person acting for the declaring contractor. If the contract chain changes, verify the role again instead of copying yesterday's access pattern.

Prepare for secured consultation

The same official Declaration of Works notice announces that unsecured access will be removed in the fourth quarter of 2026. Future creation, modification and consultation will require secured access. Check the live service before each rollout decision because the authority controls the timetable and access method.

List the primary access holder, a trained backup and the internal owner who can request or change rights. Avoid personal credentials in a shared spreadsheet or chat. Keep the declaration reference, affected work site, requesting person, date, outcome and supporting message together. A screenshot can show what a user saw, but it does not replace the official record. Store only what is necessary and restrict access to the people responsible for the declaration.

When a new subcontractor, date or work location appears, create a review task. The task should name the official change that still has to happen and the person authorised to do it. Do not close it simply because the project plan was updated.

Test the absence and exception paths

Run a short exercise before a live deadline. Assume the primary access holder is unavailable, a subcontractor is missing from the chain or the service returns an error. Confirm who checks the official guidance, who pauses the operational handoff and how the final result is attached to the project.

Do not invent a workaround when the official route is unavailable. Capture the incident and use the support or emergency route published by the competent service for that situation.
